Can you clarify the role of the OGB in project instantiation? I think 
the intent of Neil's email was to follow section 2.2 of 
http://www.opensolaris.org/os/community/ogb/policies/project-instantiation.txt

You seem to be saying this notification is no longer necessary. Is that 
correct?
