What do you want the OGB to reply to? Looks like a straightforward
project proposal, mainly needing approval by the contributors of the
sponsoring community.
The only thing I see to comment on is this:

That name won't work - you'll have to drop "Solaris" from it, as Solaris
is a Sun trademark the OpenSolaris community is not allowed to use.
