Any changes can be made to the constitution (providing they still abide by the terms of the charter) with a majority affirmative vote from the Members. There's obviously a whole bunch of time lines around when that vote can be called, and what procedure to follow. See ARTICLE IX. Amendment for the full text. I get the feeling though that not enough Community Groups have gone through the process to know whether it works for them or not...and there's probably those people who don't give a damn. Glynn
