Yes.

For what it's worth, I'm not really too concerned about the
organizational structure, because the structure is fixable.

I care that the work is done and that the people who need to talk with
each other are in fact doing that.  We run into problems when that
sort of coordination doesn't occur, and when projects insist on doing
things their own way because they can't figure out how to get along.
