The biggest practical differences are:

  1) The OGB, via it's chair, chooses the membership of the committee
     now and into the future - a community would be self-selecting.

  2) If a decision is made that someone wants to appeal to the OGB,
     the OGB can override a committee decision - it cannot override
     a community decision, only disband/reform the community.
