Technically, we *have* quorum (143 voters/IRC attendees); what we
don't have is enough votes to have a majority (215).  Constitutional
changes require both a quorum (to make a legal election) and a
majority (for it to pass).

Right now, with 212 votes, we have a legal election and a failed
constitutional update, independent of how people voted on the
constitution.

We can't assume that all the votes so far have been Aye, so I'd be
much happier with a hundred more votes in the ballot box!
