But it's not a good reason to make dev builds inaccessible to broad community 
at all for a prolonged period of time. If upgrading mess is a concern, the 
ongoing dev can be swtiched to an alternative publicly available repo 
temporarily, so those who know what they are doing and aren't planning to 
switch to the release branch can use the most up to date build.
