Ah, so the program won't be downloadable, it will just run on the
internet, generating web pages people can view?
Essentially like the program at
http://rover.byu.edu/cgi-bin/dungeon.cgi ?
As the d20 STL logo guide is written now, it just says 'web page'
under covered products. So the page that contains the program that
creates the NPCs probably couldn't have the logo, but the page
generated could, since it just has the results.
Even if you were to scramble the part that generates the npcs, it's
still there. Someone couldn't publish a book with the d20 logo that
tells people how to create chacters, but has that part scrambled with
some sort of code or cipher. (Well, obviously they could, but it
violates the STL, it just might take WOTC/Hasbro a while to find out
about it)
