The single best advice I have ever heard on this list is this:

Write it FIRST, then do the business plan.  Once you have a finished 
manuscript that you personally have edited to within a inch of its life and 
it is interesting, fun to play, and you have shown you have the talent, THEN 
take it to people and start talking about publishing options.

If you have written quality you WILL find a buyer.

Show me a hundred freelance writers (almost the only kind there are in this 
industry), and I will show you a hundred self-starters who don't think that 
they have to have a contract just to finish a manuscript.
