My opinion on what constitutes a "web-enhancement" is material that was cut from a product when it went through editing and layout. For instance, in your product you didn't have enough room to include full character sheets for some pre-gen characters, so you included some brief stat-blocks instead. Releasing the full character sheets at a later time would be considered an enhancement. The same goes for color maps or counters that you couldn't afford to print, but which a player can download and then print off in color himself.
And what if i planned right from the start not to include the material in the print publication? Or, what if everybody bitches because i only included abbreviated statblocks for some major NPCs, so we release a full write-up of them online? more importantly, how do you know which i intended? I just don't think it's a defensible standard.
Basically, material that is intrinsically linked to the product.
OK, but isn't the Epic Level Handbook intrinsically linked to the PH and/or DMG? I could use the Modron stuff from the MotP WE without the MotP more easily than i could use the ELH without a PH.
