I understand, but I do think that as of yet there is nothing in any of the legal documents for d20 and OGL that support this.

My system does not explain how to choose things, really.
It explains how many you can get. I assign a character
point value to feats, but I do not tell you how to choose
feats. Same with skill points. How skill points are spent
are not touched on, except to say all skills are class skills
for everyone. But using skill points to get ranks and such
is not covered.

To put it another way...

Would there be a problem if someone made a class for
any d20 game that did not get anything but some points
to spend, and all the options had a point value? I can't
see why, as long as when those options are outlined you
don't detail how things like skill points are used or how
feats are chosen.

My system is like that, except that instead of a new class,
it is no classes.  If for some reason WotC had a problem
with my system, I could change it to be a new class instead
of no classes.


That said, if i were you, i'd do it. Both the WotC OGL and the D20STL (well, mostly the System Guide, rather than the STL itself) are horribly written. Anything that gets them to clear up the murky areas (material that may be PI, material that may be OGC, what constitutes "character creation" and "advancement", what constitutes a single product, maybe some other areas) would be great, IMHO, so long as it doesn't put you in the poorhouse on the way there.

I am going full steam ahead. I am not too worried about being put into the poor house, since I am not going to be printing out actual stock (except, perhaps, the minimum needed to meet RPGNow's POD service). I have plans to spend a small bit of money on art, but overall my financial investment is minimal. My time investment is considerable, but since I would be doing this for myself anyway, that's not a problem.
