Put the link to http://www.wizards.com/d20/files/srdlegal.rtf

That way you don't have to update or distribute the file.  Wizards handles
that themselves.

Only a very small minority of internet users know how to retrieve a document
from their cache.  ANYONE can click a link.

Why are you so wedded to the idea that you don't want the OGL to be readable
on your site?
