Not necessarily.  You could write the license as _javascript_ which opens a new window with the licensing info (the OGL, plus OGC/PI declarations).

You'd be distributing only a single file.  It would be self-contained, but would have the ability to show/hide the licensing info by clicking on a link called "Legal Information".

Put it in 6 point font at the bottom of the page, or something.
