This would be exactly the same as the way trademarks work. You do not have to register your trademark but there is a convenient list that you can add it to that shuold prevent other people from accidentally using it and then forcing you to sue them (something that everyone wants to avoid). The same with PI. You would not have to add to the list but if you did then any future claims would be much stronger.
