They have no, per se, conflict.  One has no declaration.  The other does.

Book A: Use whatever you want, including the word apples
Book B: Use whatever you want, provided that you do not have the word "apples" anywhere in your book --  if you do, you can't use any of Book B

You can use both if you don't say "apples".  If you do, you can only use Book A.

That's my reading of PI vs. OGC.
