No. Ideas are covered by patents, not copyright law--that's why all those "skill and feat" psionics books don't need to credit me or Star Wars.

I explain myself: Monte Cook has, in his Arcana Unearthed book, a concept called Spell and Weapon Templates. I know of their existence and location because of his Design Diary feature on his website, but I have never seen the book to see how he executed the concept. If I use the concept of Spell and Weapon Templates in something I write, coming up with my own ways of executing the concept, do I still have to acknowledge Monte's S.15 in my product, even though I have never looked at his book, nor am I modifying anything he did?

It depends on how close you get.

However, as wth all things OGL, the _safest_ thing is to e-mail Monte Cook, and ask him. If you aren't moving that far away from the darn thing, you might as well just pick up a book and not reinvent the wheel if you can avoid it. (Or, who knows, he might just send you an example of both.)
