Section 15 isn't designed as a tracking device. It's there to let ppl know "hey I used stuff from these works", but it doesn't have to say what it used. Take WOTC's Unearthed Arcana for example they list some other publishers in there section 15, (assuming you aren't already familiar with the original work) can you immediately tell what was taken from any of those other publishers by just looking at section 15? The answer is no, not as written. Most sections 15's I have seen would not facilitate tracking down the authors of individual spells, feats, chars, etc used from their work because the section 15 only gives their name, products name and copyright year (some ppl give more info). You could make a guess as to what OGC matches the section 15 listing but that is not the same as giving credit explicitly. One could argue that the author could (and I have seen this done occasionally) place a reference in section 15 for each piece of OGC in his work. If everyone does this then the section 15 would become a book unto itself, especially with works that are 100% OGC. I don't think PIing anything that the OGL allows you to PI is anymore unethical than applying copyright or trademark protections to your work.
Whether something follows the spirit of the OGL or not is a philosophical question and not a legal one and your mileage will vary on the answer to that question. As designed the OGL allows for the PIing of just about anything. If those who would reuse OGC don't like the way the OGL is designed then don't use it.
