What makes a feat designed, tested and debugged? Not all campaigns/game systems have the same power level. If you wanted to reuse a feat, YOU have to decide if it is balanced within your system. No group of designers not working on your system can tell you what is or isn't correct. And the idea of debugging game material is odd since that implies it will be "processed" by a codified machine (CPU) such that the same inputs produce the same outputs. This isn't possible in a game system where there is a human arbitter.
