The activity is known as, "chomping at the bit" because, that's what 
the horse does. A bored or impatient horse will chew on his bit. With 
some horses it seems to calm them down.

An impatient person is said to be chomping at the bit.

Bit: A metal rod attached to the bridle in such a manner as to 
(theoretically) rest in the diastema, making it easier to control a 
horse. Unless properly fitted it'll end up resting on the lower 
molars, where the animal can happily chomp on it.

Diastema: In a horse the gap between the incisors and the molars. 
Also found in ruminants such as deer and cattle.
