My take on the OGL is that you have the right to create not so much a
competing product but rather a different system using the PHB as the basis.
IE: not a competing psi-handbook but rather a system that uses psionics as
it's basis instead of magic. The characters would still be generated PHB
style but with different skills and feats.

I'd like a clarification here. My understanding of the D20 liscence was
that, basically, a publisher could directly compete with TSR/WOTC
without fear of lawsuit, provided they abided by the terms of the
liscence. That is, if TSR publishes a "Psionics" rulebook, someone else
could publish a different, hopefully better one, and slap "100%
compatible and designed for use with the D20 tm and Dungeons&Dragons tm
Games!" on the cover, and not have to fear a midnight knock from TSR's
arsenal of 12th level lawyers.
(TSR/WOTC assumes they can out-market someone that can't out-develop,
which is why they're permitting this, or so I'd gather.)
