It is not the same thing at all.  >All< D20 works will "require" the 
players' handbook and will carry the same or similar language - even the 
space adeventures, pirate games, and wild west games.

If the Green Ronin modules used the phrase in any other way than "Requires 
the Dungeons & Dragons Players' Handbook ..." then they are in violation of 
the D20 STL and cannot legally use the D20 logo.
