>From where I stand, yes it would really be open in the context that 
the actual OGC is open. Only the proprietory names used int he 
OGC would not be, thus any other writer would have to come up 
with their own names for them. This would have to happen anyways 
if you kept the proprietory name out of the OGC material.

What this does is to provide a method to simplify how to reference 
material between open and closed content, without accidently 
opening the closed material. (which you also pointed out using 
different words in the post I am quoting)
