Two things:
1) I imagine they would be reluctant to devote the page space to something
as mundane as the required inclusion of the OGL license.
2) Pardon my ignorance of corporate culture, but how much weight do you have
with the magazine editors? I know you're the D&D Brand Manager and VP
Table-Top RPGs and all, but I'm not sure how these connect to Dragon and
Dungeon mags at the corporate level.
