I suspect, and IANAL, to avoid any questions over what CAN be product
identity. Without that, the issue is blurred. Part of the purpose of the
OGL, and this has been explicitly stated, is to set guidelines where the
law is vague, even if those guidelines might end up being more restrictive
than the law might ultimately permit. Thus, by explictly stating what can
be PI, you implictly state "Anything which is not this MUST be
open;anything which is this MAY be closed"
I concur that the OGL isn't the best-written document, esp. for
non-laywers. A 'plain english' version of the OGL ought to accompany the
legalese.
