You cannot develop your own system.  You can add to the existing system, so
long as you don't include information on the existing system in your work.

Of course these limitations are only for d20 STL users.  Those who use the
d20 SRD without the d20 STL are not bound by them (and cannot use the d20
trademark).

Actually that is exactly what I was hoping for.  We really don't want to have to reprint/recreate things that are already done in an effective way.  Referring to the PHB as licensed in the STL is excellent and we do want to use the STL, no question.  As long as we can add thing or two, provide additional feats/skills and refer people to the PHB for character creation we will be happy.
