I appologize up front for the tone of this email, BUT:

Non-lawyers really need to stop offering legal advice
about contract law on this list. There are many ways
to create a binding contract or enforceable
contractual terms (including quasi contract) aside
from the statute of frauds. The statute of frauds is
an enforceability issue, but I dont even want to go
there. Statute of frauds or not, an
expectancy/reliance interest could be created by the
policy (though I dont see it myself), so the simple
words that it is a "policy" doesnt mean a binding or
enforcable contract (of some type) could not exist.
The point is--please dont offer legal advice when you
are not a lawyer. All it does is confuse people and
lead to wrong-headed opinions.

I am not offering legal advice. I am simply directing
people that if you are concerned about any of these
issues, seek legal counsel. This list needs to stop
spreading foolish and incorrect notions of contract
law. To much is potentially at stake to rely on
uninformed non-experts spouting off about things they
know nothing about.
