No. Ryan has insisted on more than one occaision that character creation
means essentially two things:
"Pick a race and Class", and
"You roll four 6-sided dice and drop the lowest, adding them together to get
an ability score"
Concerning advancement, it is to mean strictly:
"The process of level advancement is "when a character exceeds threshold Z
in experience points, increment that character's level by one, either by
increasing an existing class by one level, or by taking a new class at level
1."

If I recall correctly I think what you asked him was if you could reference
the page in the "D&D Players Handbook". He said no on two counts - one, you
were using WotC Trademarks; and two, the page numbers are likely to change
with newer editions.
