No.

As I said before, the character creation and experience prohibition create a
'de-facto' standard of minimal compatibility between d20 System works.  I am
fully cognizant that this doesn't mean anything more than a bare minimum of
mechanical compatibility, but that is not inconsequential.  It means that
all characters in a d20 System game will have a familiar feel, even if the
rules are radically different.  It means players will feel more comfortable
because there is at least something they have seen before in the conversion
guide.  It provides a frame of reference.

If you can't do a conversion guide and stay within that frame of reference,
it begs the question - Are really converting to a d20 System game?  Wizards
says you aren't, and since it's their property, they get to decide.  I'm Ok
with that.
