IIRC, each page or item is considered a work. I believe this was tested way back when (in Internet terms) Playboy went after everybody posting their works - each file was designated a work - I'd have to do some digging to pull up the actual case verbatim - it was settled out of court - but PBE did run with the case long enough to get maximum leverage over infringed works. People who created index pages were subject to a violation for each picture they used plus the individual file was also considered an infringement.
This being the case couldn't you use this logic to state that every page (served wholly, no frames, maybe differing theme) be considered a "work". My legal advisor says it is a very grey area.
