Due to the entangling situation with BioWare, Interplay, and Infrgrames, I
don't expect there will ever be such a license, at least not from WotC. It
would take some kind of deal between Hasbro and the three software
publishers, and I don't see them doing anything like that.
NWN will ship with some kind of editing tools and you'll be able to link
servers together, but it is totally unclear to me what kind of rights
structure will be implemented.
