Please read the FAQs. All Open Game Content is copyrighted (as is pretty
much any fixed expression of an idea), so your questions don't make sense
together. "Open Game Content" and "copyrighted" are not mutually exclusive.

And no, you cannot convert Planescape to OGC. Wizards owns that material,
and only they have the right to release it or works derivative from it as
OGC.

To be clear:

THE ONLY WIZARDS OF THE COAST MATERIAL THAT IS AVAILABLE FOR USE IN OGL
PRODUCTS IS THE MATERIAL RELEASED IN THE SRD AS SHOWN ON THE WIZARDS OF THE
COAST SITE.

If you choose to accept the risks involved in the Gentleperson's Agreement,
you may additionally use the material in the Draft SRD on the Open Gaming
Foundation site. The major risks are these: that Wizards may decide never to
release that material and ask you to stop publishing material derived from
it (very unlikely, in my opinion); or that Wizards may change some of the
material before it is released, and will require you to update your products
accordingly at the earliest opportunity (again, unlikely, in my opinion).

Ignore every book. Period. Look at the SRD if you want to know what is
available from Wizards as OGC.
