Based on those emails by Ryan, and without looking at the source code, I do
not think that this "OGS" complies.  Since Ryan states, in his opionin to be
in complience, you would have to

Eric states that only the copy of the SRD included is marked as OGC, and
released under the OGL.  He also states that the rest is released ONLY under
the GPL.
