Legally, yes. Of course publishing a product with the D20 logo that has nothing to do with the d20 system is likely to generate bad will for the company and not sell well once word of mouth gets around. The restrictions on the use of the d20 logo are fully spelled out in the d20 stl guide and were repeated by Ryan in the articles. Basically no character creation or advancement rules and certain terms must be used as explained in the guide if those terms are used. These are all negative restrictions (i.e. you can't do x). The only positive requirement (you must do y) I remember for the use of the d20 logo in the d20stl is the 5% OGC requirement.
