This statement here is a little misleading, but I can see where you came to the conclusion.
The DRL is by and large by favorite of the Open Gaming lisences because of what it does. The DRL explicitly states that if the content is rules then it is "Dominion Rules", if it is something else then it is "Compatible Work". If it has both then it is a "Larger Work". There is no need to properly mark.. but at the same time it actually prevents the concept of 100% open worlds.. so there is some give and take there.
But, I could write a completely new set of rules under the DRL and they would still be "Dominion Rules" under the lisense.
If someone has a different interpretation then please share.. I didn't pop open the DRL to double check this (no time) but I wanted to persue this subject.
