Really, really, really, really hate this idea. The whole concept of open content is that it is OPEN CONTENT. Not "kinda, sort open content". OPEN CONTENT. The best way to prevent people from republishing a completely open product is to make sure your version is high quality to begin with: Nobody has reprinted DEATH IN FREEPORT (despite the fact its completely open) because there's no profit to it. Green Ronin has already done an admirable job, and if someone else attempted to publish it their sales would probably be too low to justify the print run (because most of the people who are going to buy DEATH IN FREEPORT have already done so).
