You can't refer to it, but if you just *happen* to make a feat with the 
same mechanic as one in Tome & Blood, and you just *happen* to name it 
the same thing, WotC might just *happen* to ignore your small violation 
in the face of much larger violations.  That is, as long as you *happen* 
to stay away from their trademarks and don't do anything stupid.

On a side note, if you are making a PrC, *please* include the 
description of any new feat--that is, a feat that isn't in the 
SRD--along with it!
