The pre-1.0 version of the D20STL, which we and Green Ronin used in our
first products, did indeed require both licenses.  The final version of the
D20 STL does *not* require its reproduction, only that you point people at
the WotC website in your legalese.

Nonetheless, a lot of publishers continue to print the D20STL.  I'm not sure
if this is a case of CYA, or CFMAWBH as far as reading the licenses is
concerned.  ;-)
