If that's what they are trying to say on page 3, the did a very bad job of
it.  But this discussion was already had on the list, so I'm not going to
repeat the entire thing.

All page 3 says is that AEG has the permission of WotC to use various
material from the SWRPG.  Once AEG put such material inside of content
that they have clearly designated as OGC, that material is designated as
OGC, unless it is claimed as PI, or AEG is violating the OGL.  Since the
VP/WP system is quite clearly part of what has been designated as OGC by
AEG there are really only two options, turning on whether or not AEG
actually had WotC's permission to make this stuff OGC:

1) The VP/WP system is OGC because WotC gave permission to AEG and AEG
clearly designated it as OGC.

2) The VP/WP system is not OGC because WotC did not give permission to AEG
- making the whole Spycraft book in violation of the OGL.


But all of this was discussed months ago, and not having looked at any of
the later works in Spycraft line, I assume it was either fixed or the
elements that AEG is using from SWRPG (including the VP/WP system) can be
considered as valid OGC since WotC hasn't challenged the opening of these
elements.
