Actually, Wizards has. Citizen Games had to change their rules material for
their SIDEWINDER book because their Body & Vigor system resembles too close
to the VP/WP system, at the insistence of Wizards.

Wizard still maintain that the VP/WP system is still closed content at this
time. AEG knows that, despite the apparent poor wording on page 3 of
SPYCRAFT. Wizards gave AEG permission to use VP/WP in their product but not
to Open them as OGC.
