Actually, I think you just showed that Master 0one is right. Note the
clause: "and has no tangible material component". So if it's a PDF on a
Web site, change it now. But if it's a PDF distributed on disks, then
it's treated like a printed product. While it's a little odd (to me) for
a PDF to be physically distributed, note some of Master 0one's earlier
comments:

"I do not agree, I have to retire the PDFs from all the stores and then
replace it with the new version."

That makes me think that this is an item targetted for retail stores and
delivery on disk.
