I, for one, would think it would be great to have an ID with: 

Publisher ID - Product ID 

Product ID could either be an internal ID  by publisher (i.e., the 15th
book from this publisher), or it could be the ISBN number (to
facilitate ordering).

I'd suggest rather than creating a whole new id scheme, in this case to
use the existing SKU's.  For example, the PHB has an SKU of TSR11550. 
S&SS's Creature Collection has an SKU of WW8300.

Reasons:

1. They (publisher ID/product ID) already exists.
2. Retailers (I believe) use them for ordering from distributors.
