I'd suggest rather than creating a whole new id scheme, in this case to
use the existing SKU's.  For example, the PHB has an SKU of TSR11550. 
S&SS's Creature Collection has an SKU of WW8300.

Reasons:

1. They (publisher ID/product ID) already exists.
2. Retailers (I believe) use them for ordering from distributors.
