There is one problem. How does a publisher or writer for Product C
distinguish which OGC from Product B is derived or reprinted from Product A?

Personally, that is too much homework to deal with for both the writer of
Product C and the publisher of Products A & B (assuming he must now declare
which OGC is original or derived from Product A when publishing Product B)?
