Might I suggest that this be the default behavior, but
that you also add an option to "Resume where we left
off." Some games have very long, nice, orchestrated
map BGMs and a high frequency of random encounters.
For these maps, you never get to appreciate the music,
because battle's always resetting it.

This could be a global flag, or associated with
monster formations, or set in the .E lump (and any
plotscripts). 

A better name for it is "Pause BGM on battle start."
