Perhaps attacks can have a bitset "unusable by a confused character", allowing
the author maximum flexibility on what confused characters can do.  I also
realize that I have been thinking of confusion in the sense that most of you
may call "charm".  It would be cool to have both of these as separate
afflictions.  The charm case is relatively easy (negate all targetting), but
what should confusion do with aiming?  All attacks are decided using "all" as
targetting type?  Do they do less damage than normal?

Don't forget the problem of untargetable enemies, and the bitsets for "only
attack slot number x".  Sure they might not work right now, but they will have
to be considered in this whole scheme.
