Question: why aren't we loading general bitsets from save files? We
could make an exception for "Don't save gameover/loadgame script IDs"
(in fact, such an exception would be automatic, since gen is reloaded
before loading). And anyway, we forgot to document that all the
general bitset setting commands don't persist into saved games.

Also, the master palette number really should be loaded.
