I posted my response to this on Castle Paradox. Essentially, the problem came
down to a misunderstanding of the new layer behavior. I think better
documentation (or F1 Help) will fix the problem. This specific issue isn't
really an issue when the author knows what he's doing (which I do now).

The only problem I see persisting (and only if it isn't the intended behavior)
is that layers above the new layer insertion point don't keep the original
assigned tileset, but instead revert to "default." This isn't a problem for
small games with few tilesets, but it is a problem for games with many tilesets
and multiple uses of tilesets per map.

If there are any other questions, I can provide a video of how I use these
things. That might be easier than supplying a test case. That way you can see
what I'm doing wrong, and therefore might help you with documentation.
