When using the fill tool to fill like colours, the fill tool treats alike
colours touching on opposite edges as part of the same region and will fill it.
For example, if there was a line of blue colour on the very bottom of the
graphic and the same line of blue on the top, and you use the fill tool on the
bottom, both the top and bottom would be filled.
Same goes for left and right.
