After reading a thread on CP today I got partway through adding a
global level cap (range 0 to 99) before wondering whether I was taking
a good approach. Since the cap wouldn't affect the actual xp and stat
curves and would be global for all heroes, it seems like it would only
really be useful in the specific case given in that thread: not
allowing characters to surpass some level until after some plot point,
modifying the level cap with a script. So it's addition might just be
confusing once we have real custom xp/stat curve formulas.

Maybe I should make the cap accessible just via script commands, or
dump it altogether? What do other people think?
