Oh, that explains it. Dependencies of unlump, relump and other utilities are really messy (eg. unlump uses things from common.bas, but can't link with it, so duplicates functions instead), and so is our build system. We should also remove makereload.sh/bat, makehspeak.sh, makeutil.sh/bat, and have scons/make build those instead so that g/cver.txt are created as needed (and just look at how complicated I had to make the instructions on the 'Compiling' page!)
Apparently there's actually no reason for compat.bi to include gver.txt/cver.txt, other than the convenience of automatically including the right one of c/gver.txt.
